Comparison of Data Points
  VITAL SubmissionFall Headcount SubmissionPercentage
Four-year undergraduate 137991766.5%
Master's programs 82449059.5%
Licensure-only 283165.7%
Alternative/Career Switchers 114108.8%
Five-year undergraduate 20414671.6%
Total 2804 157956.3%

What this means is that institutions have not been very good about identifying students in teacher preparation programs to SCHEV through flagging them on the various file submissions. Further, these data help make a strong case for the necessity of the VITAL data collections.
