The Economic Status of Students and Families at Virginia Public Colleges & Universities
In the past ten years, the number of in-state students receiving Pell Awards at public institutions has almost doubled, from 57,742 to 112,837. These students, along with others who live at or below the poverty line, face economic challenges that historically have not a part of the higher education experience.<br /><br />52% of undergraduate at public institutions are eligible for need-based financial aid.

$15,083 Average annual estimated cost of attendance for a full-time, in-state undergraduate, living with parents at a public two-year, after a maximum Pell award of $5,730, there is $9,353  remaining.
$24,821 Average annual estimated cost of attendance for a full-time, in-state undergraduate, living with parents at a public four-year, after a maximum Pell award of $5,730, there is $19,091  remaining.<br /><br />SCHEV’s Student Success Index at four-year public institutions is 80% for non-Pell undergraduates and 68% for Pell students.
The Student Success Index (SSI) includes part-time and transfer students as well as first-time in college (FTIC) undergraduates. These data refer to undergraduate enrolled in 2008-09 at 4 year public institutions and either graduated or were still enrolled at final year of observation  (extended time-to-completion). Students identified as Pell recipients received the award in their first year of enrollment.
