Infographic: The State Council of Higher Education The Economic Status of Students and Families at Virginia Public Colleges & Universities In the past ten years, the number of in-state students receiving Pell Awards at public institutions has almost doubled, from 57,742 to 112,837. These students, along with others who live at or below the poverty line, face economic challenges that historically have not a part of the higher education experience.<br /><br />52% of undergraduate at public institutions are eligible for need-based financial aid. 112,837 Total In-State Pell Grant Recipients 72,629 at the public two-year colleges 42,208 at the public four-year colleges. $385,499,895 Total Pell Grants to In-State Undergraduates at Public Institutions $5,730 Maximum Pell Award Per Undergraduate 18,812 Undergraduates from Families Who Live At or Below the Poverty Level (Public Institutions) 14,422 Independent Undergraduates with Dependents Living At or Below the Poverty Level (Public Institutions) 33,234 student-families from, or in, poverty $24,529 Mean Annual Income of In-State Pell Recipients at Public Institutions $15,083 Average annual estimated cost of attendance for a full-time, in-state undergraduate, living with parents at a public two-year, after a maximum Pell award of $5,730, there is $9,353 remaining. $24,821 Average annual estimated cost of attendance for a full-time, in-state undergraduate, living with parents at a public four-year, after a maximum Pell award of $5,730, there is $19,091 remaining.<br /><br />SCHEV’s Student Success Index at four-year public institutions is 80% for non-Pell undergraduates and 68% for Pell students. The Student Success Index (SSI) includes part-time and transfer students as well as first-time in college (FTIC) undergraduates. These data refer to undergraduate enrolled in 2008-09 at 4 year public institutions and either graduated or were still enrolled at final year of observation (extended time-to-completion). Students identified as Pell recipients received the award in their first year of enrollment.
