Contractual Services Includes expenditures for communication services, employee development services, health services, management and informational services, repair and maintenance services, support services, technical services, and transportation service. Equipment Includes expenditures for computer, educational, cultural, electronic, photographic, medical, laboratory, motorized, office, specific use, and stationary equipment. Indirect Costs Document the transfer transaction of indirect cost recoveries from federal program grants. Obligations Includes expenditures for bonds and loans. Personal Services Includes expenditures for employee benefits, salaries, special payments and wages of state employees. Plant and Improvements Includes expenditures for acquisition of plant and improvements and construction of plant and improvements. Property and Improvements Includes expenditures for property and improvements acquisition, natural resources acquisition, and site development. Supplies and Materials Includes expenditures for administrative supplies, energy supplies, manufacturing and merchandising supplies, medical and laboratory supplies, repair and maintenance supplies, residential supplies, and specified use supplies. Transfer Payments Includes expenditures for awards, contributions, and claims; educational and training assistance; grants and aid; and dedicated and general shared revenues. Personnel Services Includes all expenditures in the "personal services" major object category. Nonpersonnel Services Includes all major object categories (i.e. Continuous Charges, Contractual Services,Equipment, Indirect Costs, Obligations, Plant and Improvements, Property and Improvements, Supplies and Materials, Transfer Payments) except personal services. Expenditures Includes all educational and general (E&G) expenditures. Inflation Adjustment Takes into account the effect of inflation. It is accomplished by dividing a monetary time series by a price index, such as the Consumer Price Index (CPI). The deflated series is then said to be measured in "constant dollars," whereas the original series was measured in "current or nominal dollars."
